As winter storms in Lebanon sweep through Syrian refugee camps, local NGOs with meager resources act as first responders. To justify the far greater support UN agencies and international NGOs enjoy, they need to increase their ability to reply to emergency calls on the very first day of crises and support the organizations that are already at the site.
